What is Energy Performance Certificate?

Energy Performance Certificate is a document containing information about the building’s energy need and energy consumption classification, insulation properties, and efficiency of heating or cooling systems. With the “Energy Efficiency Law No. 5627” and the “Energy Performance Regulation in Buildings” issued accordingly, it is aimed to use energy and energy resources effectively and efficiently in buildings, to prevent energy waste and to protect the environment.

How is the energy performance of buildings determined?

Determining the energy performance of a building and the annual energy consumption per m2, calculating the CO2 emissions according to this value, and comparing these values ​​with the measurement values ​​of a reference building result in the building being placed in an energy class between A-G. The Energy Performance Certificate is issued to show the energy efficiency class of buildings before 2011. Class A indicates the most efficient level, while class G indicates the lowest efficient level

The main parameters of this calculation are to determine the total heating-cooling energy consumption and ventilation energy consumption, to calculate the lighting energy need and consumption for the days when daylight is not used and for the areas where daylight is not effective, taking into account the effects of daylight in the buildings, and the calculation of the energy consumption required for sanitary hot water. covers. “Simple Hourly Dynamic Method” is applied in the calculation method.

As a result of the calculation, the annual heating, cooling, hot water, lighting and ventilation consumptions of the building are determined as primary energy. Based on these consumption values, CO2 emissions are calculated. The use of renewable energy sources is taken into account. The calculated amount of energy consumption and CO2 emissions of the building are compared with the values ​​of the reference building, and as a result, the energy class is determined.

What is the goal to be achieved with the Energy Performance Certificate?

After the announcement that a taxation system will be introduced according to the energy class of buildings (buildings) with the latest regulations, questions about the Energy Performance Certificate continue to occupy the minds.

According to the regulation, buildings where production activities are carried out in industrial areas with an Energy Identity Certificate, buildings with a planned usage period of less than two years, buildings with a total usage area of ​​less than 50 m2, greenhouses, workshops, individually constructed; buildings such as warehouses, warehouses, barns, barns that do not need to be heated and cooled; It is planned to be used in all buildings, excluding buildings with a total construction area of ​​less than 1,000 m2, excluding the adjacent area.

As of May 2, new buildings that have received a construction permit after January 1, 2011 must submit the Energy Identity Certificate to the relevant administration in order to obtain a occupancy permit. It is stated that with this application, which was started to demonstrate the energy efficiency of the buildings, the purchase and sale of buildings without an Energy Performance Certificate cannot be made.

Brief information about the energy performance certificate

Energy Performance Certificate is issued by “Energy Efficiency Consulting Companies”. Applications are made to these companies, which are authorized by the Ministry of Public Works and Settlement and employ Energy Identity Certificate Specialists, and T.R. It is approved by the Ministry of Environment and Urbanization. The ministry identifies, controls and audits all users and processes in the system. However, the Ministry can intervene if it deems necessary.

There is no requirement for insulation or jacketing for the Energy Performance Certificate. However, according to the Energy Performance Regulation of new buildings; It is emphasized that it should be built to meet the building and insulation standards and the energy class should be C at the maximum. It is underlined that a monetary penalty of up to 20.000,00 TL will be applied to the flats (flats) without a certificate.

This document, which does not have a level requirement for existing structures, is given to the buildings. Optionally, it can also be arranged separately for each independent section of the condominium or for different usage areas. It is required that an Energy Identity Certificate has been issued in works and transactions related to the purchase, sale and leasing of buildings or independent sections.
At the same time, in case the building or independent section is sold or rented, the owner must give a copy of the Energy Performance Certificate to the buyer or tenant. At the Land Registry Directorates, it is also required to submit the Energy Identity Certificate together with TCIP during the buying and selling process.

Existing buildings must obtain Energy Performance Certificates by May 2, 2017. It takes about 25 days to receive the document.
